From: wendy arbeit
Subject: First meeting between Kealii and Wendy
I've just had my second "official" Kealii Lopez/CTPA's pres. meeting.
Since it will take me a couple of days to write up that meeting, I
thought I would catch everyone up with what we discussed last month.
CAPS INDICATE UPDATES
Grids
The grids on the resource room table are quarterly grids and have no
specific program info.
• A limited detailed grid will be made available for clients in the
resource room — on the bb and on the table.
DETAILED LISTS ARE NOW POSTED ON THE CTPA PART OF THE BB
Island Info
• Programs may not be prohibited from being scheduled in slots marked
Island Info
Web
Current info that could be of interest to our producers and audience
would be appropriate for posting on Olelo’s web page. These have already
been typed and not much additional effort would be required to give the
public access to this info.
-- detailed grid -- Island Info
-- heart to heart -- client forms
At present, forms, the grid, and Heart to Heart are available only at
Olelo. Island Info is only available to those with cable and an hour to
spare. Posting on the web would extend access to library users and those
with inernet capability at home or work
• Keali’i will report back with a decision next month.
THIS WILL BE CONTRACTED OUT. IMPLEMENTATION TIMETABLE NOT YET AVAILABLE
Mishandling of tapes to be aired
schedule dates for premieres are changed in the computer
scheduled tape is not the one aired — both specials and proper programs in series
• New procedures and controls will be put in place so that these
problems are less likely to occur and staff responsible for the errors
can be identified.
THIS HAS BEEN IMPLEMENTED, SO ACCOUNTABILITY SHOULD NOW BE INCREASED AND
ERRORS DECREASED (let me know if not)
Poor broadcast quality
* due to Oceanic’s practice of shuffling their poorest equipment to our
channels (the poor quality seems to have followed us from the lower
channels)
Inability of producers to receive any feedback from staff because of speaker-only line
* Why can’t feedback staff call back the producer after the problem is
ascertained?
* Why should gvt. have a dedicated line that playback staff answers? If
they are “too busy” to answer our calls, why do they have time to answer
the leg’s calls?
• when the record decks are not calibrated properly a program may play
perfectly in the edit bay, but not on the playback decks, which are
calibrated properly. Waveform monitors are required in every bay to
assure compatibility but no money left in this year's budget
NO UPDATE
Rule consistancy
“The rules are the same for P, E, and G with regard to commercialism.”
WE DISCUSSED SOME SPECIFIC UH VIOLATIONS. UPDATES TO YOU WHEN AVAILABLE
Reengineering failure
The new allocation and division of staff has resulted in poorer service to the public
> Phone calls are not returned speedily (before, the volunteer coordinator was at the phone)
> It takes 7-10 days to get an air date (before, it was taken care of in a single call within a day)
> Most of the time the people at the facilities desk aren’t sufficiently trained in technical matters so an engineer must be called (before, the tech or engineer was there)
> before, with discrete job descriptions, accountability was more easy to trace
* How long will we proceed with this poorly working management plan?
THIS IS A WORK IN PROGRESS, ADJUSTMENTS ARE STILL BEING MADE AND THERE
ARE NO PLANS AT PRESENT TO RETURN TO THE PREREENGINEERING STAFF
ARRANGEMENT
