"MY VISION FOR HAWAI'I"

Through this vision statement, I am communicating my commitment and reaffirmation to Democratic values and beliefs. This is my vision for a better Hawai'i as we move forward into a twenty-first century of economic and social progress.

During the last four decades, the Hawai'i Democratic Party has provided the people of Hawai'i an open door to new educational, political, and social opportunities. We formed a network of people across this island chain in a revolution with daring goals of statehood, equality, and the empowerment of the people as leaders of a new Hawai'i. As we approach a new century, I believe there must be a recommitment and reaffirmation to the Democratic traditions upon which we stand - compassion, community service, fairness, honesty, integrity, high ethical standards, opportunity, and respect for the dignity and worth of the individual. As a Democrat, I believe our people are Hawai'i's most important and valuable resource. Together we must reiterate our belief in individual liberty and responsibility and the credo of equal opportunity, liberty, and justice for all with special privileges for none. To this end, following is my vision for Hawai'i, focussed on economic revitalization, educational improvement, governmental reform, and environmental protection and historic preservation.

ECONOMIC REVITALIZATION

The keystone to Hawai'i's progress is economic revitalization. I recognize that budget, regulatory, and tax policies directly affect business, and good policies can enable business to more effectively compete in the world marketplace. In addition, we must direct federal, state, and county resources to those sectors of the economy which are proven contributors, or which have the demonstrated potential to help develop Hawai'i's economy. I will promote a regulatory structure that is predictable, non-duplicative, and time sensitive, which can enhance our business climate without jeopardizing public safety or compromise our environment. I will encourage the continued growth and development of the diversified agricultural industry to expand and flourish. I will open new worldwide markets for our Island Grown products, and maintain our all important greenbelt land uses.

The workers and unions of Hawai'i have always played a vital role in the progress of Hawai'i. I will support full employment, fair wages and benefits, and good working conditions for Hawai'i's people. I will encourage employment practices that support the needs of workers who face the conflicting demands of the workplace, family, and civic responsibilities. I will encourage the best and brightest to stay or return to Hawai'i and become contributors to our communities. Ultimately I envision a sustainable and diversified economy that recognizes Hawai'i's unique assets and its position in the Pacific without over-dependence upon tourism.

EDUCATIONAL IMPROVEMENT

I reaffirm my commitment to excellence through a public educational system, which embraces a curriculum that prepares our students for full participation as competent citizens of the world. I believe in and see the importance of educating our children on the unique history and the blend of cultural lifestyles of our island home. I support the strengthening of early childhood and special education programs and services. I encourage and will advocate for the provision of facilities, staffing, and resources to provide a continuance of life-long learning opportunities.

GOVERNMENTAL REFORM

Hawai'i has experienced significant social, economic and political change over the past two decades. The pace and magnitude of this change has confronted us with the need to seriously review and reconsider the fundamental structures of our laws and institutions. To remain effective and responsive to the needs of the public, the structure and operations of state and county government must periodically receive critical evaluation and review. I recognize the evolving roles of state and county government and encourage removing jurisdictional overlap and consolidating the provision of services. Of particular relevance to all citizens of Hawai'i is the goal of greater self-sufficiency and self-determination for Native Hawaiians. We are now at a critical juncture in this process, and we need to reevaluate and better define the proper role of state government. To advance our goal of greater self-sufficiency and self-determination for Native Hawaiians, I reassert my commitment to working in good faith toward a fair and just resolution, which unites all citizens of Hawai'i.

ENVIRONMENTAL PROTECTION AND HISTORIC PRESERVATION

I recognize that the environment and economy are intrinsically linked and believe that a safe, clean, and sustainable natural environment is a fundamental responsibility for us all. To maintain a sustainable balance between the demands of economic growth, and the conservation of our land, air, water, and ocean resources, we must commit to sound land use management practices and judiciously guard against all forms of environmental degradation. Further, every person requires an identity with the past to see the future. There is no vision without knowledge of and respect for the past. Preservation of cultural, natural, and historical. resources are critical to sustaining our unique heritage and preserving that which makes Hawai'i a special place.

I recognize that our island's resources are finite. Let us cherish the spirit of ke aloha 'aina and the ke aloha kai. As a steward and guardian of these beautiful islands, I am dedicated to meeting the needs of the future while rooted in the best traditions of the past. I hereby express my appreciation for the past, commit to provide continued service in the present, and accept responsibility for the future.
