Here's the minutes from the most recent (December) CTPA/Olelo monthly meeting.

For those who haven't been following this saga, these meetings were
mandated by Olelo's Program Committee as a way to solve the ongoing
problems that the public users have with Olelo. At the first meeting I
expressed the fear that these meetings would be no more productive than
the Open Forum series in which an Olelo representative expressed
interest and dismay and then did nothing (this is evidenced by the fact
that we have the same solvable problems today that we have been having
for years.) Kealii Lopez (Assistant Executive Director) said that
these meetings would be  different in that she intended to follow up and
actually produce solutions.  You be the judge.

If you have any comments, rebuttals, corrections, questions for next
month; please do tell me, either directly or on this list.

Grids:  The new lists don’t have series names for education, why not?
Kealii:  Starting in January there will be a complete program guide that
	   will include this material

Mishandling of tapes:  One example of continuing failure was given.
Kealii: Weekly staff meetings are being held since new safeguards and
procedures have been put into place. Olelo’s records show that only one
problem a week is now ocurring. Their figures are gathered from errors
that they observe and those reported to them. So more errors may have
occurred, but if they were not reported, they cannot have been noted. 

Rule inconsistency  with regard to commercialism and education:
Kealii: There is none. No sanctions have so far been invoked because
education’s violations have been only “borderline,” mostly because no
“call to action” was involved.

What is the procedure for reviewing violations by education since we
don’t have the original tapes.
Kealii: sometimes it is taped over the air, sometimes a copy is
requested. At any rate not much can be done with regard to pulling the
program because education programs are rarely aired more than twice. 

Repeat programming: 
Kealii advised that there have been complaints about repeat programming,
therefore scheduling will be changed. Producers have been advised that
series programs will only be aired twice. 

Wendy: the complaints about repeats are not about current programming,
it’s about the shows that are years old or current ones that air day
after day in the same slot. Why not air repeats of current programming
in different times of day in order to reach different audiences. (Most
programs air originally in the evening, so re-air times would be
mornings, afternoons, and late at night -- times that now are mostly
considered fallow time and that run VERY old programming or
informercials)

Kealii: We don’t want to assign those times for re-airing because we
have other plans and when, eventually, we carry out those plans we will
have to take back the times from the producers. We intend to carry more
out island shows. We intend to carry more original programming. 

Wendy: That won’t happen in a hurry, you could explain this to the
producers and in the meantime be performing a better service both to the
prodcer and to the audience.

Kealii: No, working with the producers hasn’t worked in the past. 
Besides there’s other programming we can bring on line quicker; PBS
programming. 

Wendy: You would prefer to air mainland-produced programs instead of
current community-produced shows to different segments of our audience?

Keali: Yes

New violations that I brought to her attention: Kealii will get back to me.

Formal request - copies of all Open Forum minutes from 1992 through 1997.

Kealii: all copies except the last one were destroyed because the
process has been to destroy the lists as the problems are corrected.
When I asked why she didn’t, then, have all of them because the same
problems have been coming up for years, she had no response.

Statewide access: What is Olelo’s plan (timeline, methods) with regard
to “sell/communicate evolving [Statwide access] mission and goals to
community and stakeholders?” (stakeholder feedback on the proposed
statewide access organization has been mandated by the participants in
the on-going statwide planning meetings.)

Kealii: No plans have yet been made with regard to outreach on the
forthcoming report (due momentarily) because it was not yet complete.
She had no reply to my wondering why Olelo’s plans for outreach should
depend on the completion of a report since no matter what its form the
sharing needs to take place in only a few weeks. 

Edit bays’ temperature:  Sony advises that there is NO temperature
constraint on their equipment. Will you adjust your thermostats
accordingly so that your clients will not be uncomfortable while
editing? This query was advanced via e-mail to Keali’i three weeks
before. 

Kealii: We have no plans at present to moderate the temperature. Is it
the perception of the public that we are purposefully keeping the
temperatures low just to make public access users uncomfortable?

Wendy: Sony says the low temps are not necessary, for years clients have
complained about the uncomfortably cold edit bays, you can easily
rectify the situation by adjusting the thermostats; what’s left?

What is Scott Foster’s status?
Kealii: Although Scott has not gone through the training and exams
required of all other producers, he has the status of certified producer
because he represents the Governor. 

(I learned subsequently from a CPM that other representatives of 
non-profits will receive this same exemption from the rules. 
Individual members of the public will still have to go through the 
6 hours of training.)

Quarterly report for the third quarter (ended 30 Sept.— 10 weeks before)
requested one week ago
Kealii: It’s not ready yet.

Why is LCC never mentioned when equipment/studio is being requested? 
Kealii: It is no longer designated an oveflow facility. It is only for
use of leeward residents

Why is there no training yet on VHS equipment?
Kealii: It has not yet been selected.
