SUPPLEMENTAL BUDGET 1998

I continued to lobby all members of the House and Senate to insure that they understood the importance to the 2nd City concept which includes the planned development and improvement of educational and public facilities in the Ewa/Kapolei Region.

Yesterday, the Supplemental Budget for 1998 was approved. Among many other items, the budget bill includes funding for Ewa Elementary Administration Building and Library, Kapolei High School, Kapolei Middle School, Royal Kunia Elementary School, Kapolei Library, Kapolei Family Courts and Detention Center, and the Kapolei Sports Complex.

Monies are also included for North South Road, Farrington Highway Medial Strip, Fort Weaver Road Landscaping, Fort Weaver Road and Renton Road drainage, Kunia Road widening, Kunia Intersection improvements, Kalaeloa Airport, Kalaeloa Truck Weighing Station, Barbers Point Harbor improvements, Leeward Potable Water Well, and Pearl Harbor Wells.

Other items include the relocation of state offices to Kapolei, the purchase of Waiahole Ditch, and research monies for Hawaii Agriculture Research Center. Attached is a listing of these projects.

KAKUHIHEWA STATE OFFICE BUILDING

Offices of the Department of Accounting and General Services, Department of the Attorney General, Department of Budget and Finance, Department of Education, Department of Human Services, Department of Land and Natural Resources, and Department of Transportation are funded to relocate to the Kakuhihewa State Office Building at Kapolei. This move should take place some time later this year.

NO INCREASE IN THE GENERAL EXCISE TAXES

On numerous occasions on the House floor, I spoke in opposition to the proposed General Excise Tax increase on your behalf. The increase of the General Excise Tax was not to be used to build schools, pay teachers salaries, or provide books for our children. The General Excise Tax increase was solely to take the place of revenues returned to you, the taxpayers, through income tax reductions. Our voices were heard. NO increase in the General Excise Tax was included in the budget, while we retained income tax reductions.
