Dear Mr. Hayashida,

Through the good offices of Council Member John DeSoto, I just obtained a copy of a letter he received from [constituent name deleted]. She, I, and thousands of our neighbors drive H-1 at all times of day and night. The difference in call box locations between H-3 and those on H-1 is hard to understand.

Would you please provide me answers to the following questions:

    1. What is the standard for call boxes on federal aid highways? If there are different standards applicable to H-3 and H-1, please explain why there is a difference. Provide copies of applicable standards or planning factors.
    2. Please describe in detail the plan for installing more call boxes on H-1 west of the Kunia exit. Does this plan require OMPO approval? If so, has that approval been obtained?
    3. Can additional call boxes be installed sooner than 2001? Will additional appropriations be required? If so, how much and in what fiscal year?
