Dear Mr. Gill,

I appreciate the open and fair approach you are taking regarding possible soil and water contamination and health effects in Village Park and West Loch Fairways. All of us are interested in finding out the truth, regardless of what it may turn out to be.

The Citizens for a Safe Environment (CSE) have made a suggestion that may help ensure everyone is satisfied with the results of the testing DOH will be conducting pursuant to Act 192 (House Bill 1138). They propose that all soil samples be divided into two portions - one for DOH and one for the community to test. Similarly, any water samples should be divided into three portions - DOH, BWS, and the community. DOH would only be responsible for testing their portion of any samples. The Board of Water Supply and the community would arrange for testing their own samples.

Dividing the samples and permitting separate and independent testing will help everyone feel that the process was fair and accurate. Since it will not reduce the number of samples obtained and tested using the funds appropriated by Act 192, I recommend you work with BWS and the community regarding splitting the samples.

The community and I look forward to reviewing the DOH draft testing plan and working with you to ensure everyone is satisfied with the process. I think the wisest course here would be to hold a community meeting to make sure every point of view is considered. I will be happy to work with you and the community to arrange a time and place for such a meeting.

In addition, the particular concerns of Village Park are both serious and unique enough that an additional water quality meeting should be held in the community. This community appears to be the one most likely affected by water and soil contamination from agricultural chemicals and from the Kunia superfund site. I would appreciate your support to hold a meeting in Village Park. By separate correspondence I am requesting the Board of Water Supply schedule such a meeting.
