The power to enforce behavior can only come from the consent of the governed, and that consent is premissed upon the agreement of others.
Social Contract: Thomas Hobbes, John Locke, Jean-Jacques Rousseau all thought society is based on a free (or at least rational) agreement of individuals.
Libertarians like this version of ethics.
If someone violates the contract, they are enemies, and we are no longer bound by the agreement. Reciprocity.
